Abstract

ABSTRACK Community Health Centers (Puskesmas) serve as the frontline of healthcare services and play a strategic role in achieving the Minimum Service Standards (SPM) in the health sector at the regional level. However, a decline in SPM achievement in 2024 at the Mojokerto District Health Office, particularly in UPTD Puskesmas Sooko and Jetis, indicates challenges in maintaining service quality, which are closely related to employee performance. This study aims to analyze the influence of individual faktors (ability and motivation) and organizational faktors (workload and compensation) on the performance of puskesmas, with employee performance as an intervening variable. This research employed a quantitative analytic observational design with a cross-sectional approach. The population consisted of all civil servants (ASN) at UPTD Puskesmas Sooko and Jetis totaling 96 individuals. Total sampling technique was applied to select a sample of 96 respondents. Data were analyzed using Partial Least Squares (PLS) for Structural Equation Modeling (SEM) to examine the relationships between variables. The findings revealed that ability (UPTD Puskesmas Sooko path coefficient = 0.218, p = 0,020 and UPTD Puskesmas Jetis path coefficient = 0.234, p=0.013), motivation (UPTD Puskesmas Sooko path coefficient = = 0.311, p = 0.006 and UPTD Puskesmas Jetis path coefficient = 0.198, p=0.025), workload (UPTD Puskesmas Sooko path coefficient = 0.216, p=0.004 and UPTD Puskesmas Jetis path coefficient = 0.164, p=0.007), and compensation (UPTD Puskesmas Sooko path coefficient = 0.246, p=0.004 and UPTD Puskesmas Jetis path coefficient =0.249, p=0.007) all have positive and significant effects on employee performance both UPTD Puskesmas Sooko and Jetis. Additionally, employee performance significantly influences puskesmas performance (UPTD Puskesmas Sooko path coefficient = 0.312, p=0.000 and UPTD Puskesmas Jetis path = 0.275, p=0.000). While the indirect effects through employee performance as an intervening variable were not statistically significant, they contributed positively to the overall influence of individual and organizational faktors on puskesmas performance. This study emphasizes the importance of effective human resource management in improving the performance of health service institutions. Enhancing employee competence, motivation, workload balance, and a fair and competitive compensation system should be prioritized as key strategies for improving the quality of puskesmas services.
